    The Palestine Liberation Organisations (PLO) leader, Yasser Arafat, held talks with Iraqi President Saddam Hussein on March 30 amid speculation that he was canvassing Gulf allies on their attitude towards complex multi-lateral efforts for a Middle East peace settlement. Mr. Arafat had been due in Amman last weekend for what Jordan's King Hussein described as "crucial" talks based on United States peace proposals. But he cancelled that visit; going instead to Saudi Arabia, the PLO's biggest financial backer. From there he went to Baghdad to meet President Saddam Hussein and his next stop was to be Kuwait. He was expected in Jordan later the same week. President Hussein told Mr. arafat that despite its war with Iran, Iraq would continue its strong support for the Palestinian people and the PLO. Jordan's King Hussein's central to any moves for peace. The United States' Middle East plan, proposed by President Ronald Reagan last September, envisages Israeli withdrawal from the West Bank and Gaza Strip with self-rule there of the Palestinians in association with Jordan. But it does not include a negotiating role of the PLO, which would be unacceptable to Israel, this would compromise Jordan because it galls short of Arab goal. King Hussein is believed to be wary of taking part in such a plan without support and backing from both Saudi Arabia and the PLO.
