    President Lyndon Johnson announced Monday (July 1) that the United States and the Soviet Union have agreed to start discussions in the nearest future on the limitation and reduction of offensive and defensive strategic nuclear weapons systems.

    President Johnson made the dramatic announcement as envoys of more than fifty nations met at the White House to sign the long sought nuclear non-proliferation treaty barring the spread of atomic weapons. That treaty took more than seven years to become a reality and France and China have still refused to sign it.

    White House officials said that no specific time or place has yet been set for the bilateral discussions between the United States and Russian negotiators, but it was hoped that these details could be resolved promptly.
