    SOME 500 PEOPLE, MEMBERS OF NEW DELHI'S COMMUNIST PARTY, DEMONSTRATED YESTERDAY (WEDNESDAY) IN PROTEST AGAINST THE UNITED STATES' RETALIATORY RAIDS ON NORTH VIETNAM MILITARY INSTALLATIONS. THE COMMUNIST PARTY SENT A MEMORANDUM TO THE AMERICANS AMBASSADOR WHICH SAID THE RAIDS WERE "ILLEGAL ACTIONS TAKEN BY YOUR GOVERNMENT IN TOTAL DISREGARD OF THE SOVEREIGNTY AND INDEPENDENCE OF THE DEMOCRATIC REPUBLIC OF VIETNAM".

    THE DEMONSTRATORS CARRIED FLAGS AND BANNERS. A BANNER AT THE HEAD OF THE PROCESSION SAID IN ENGLISH: "YANKEES, HANDS OFF VIETNAM". AFTER ASSEMBLING ABOUT HALF A MILE FROM THE UNITED STATES' EMBASSY, THE DEMONSTRATORS MARCHED THROUGH THE STREETS. AT THE HEAD OF THE PROCESSION WERE MR. BHUPESH GUPTA, A MEMBER OF PARLIAMENT AND LEADING MEMBERS OF INDIA'S COMMUNIST PARTY, AND MR. FAROOQI, SECRETARY OF THE DELHI STATE COMMUNIST PARTY.

    POLICE HEAVILY GUARDED THE APPROACH TO THE EMBASSY. WHEN THE DEMONSTRATORS ARRIVED MR. GUPTA AND MR. FAROOQI WERE ALLOWED TO GO FORWARD AND PRESENT THEIR MEMORANDUM TO U.S. OFFICIALS.

    THE MEMORANDUM SAID THE "PRESENCE OF AMERICAN ARMED FORCES IN VIETNAM IS A SOURCE OF DANGER TO THE PEACE OF SOURCE EAST ASIA AND IN FACT THE WHOLE WORLD AND IS IN TOTAL VIOLATION OF THE OF THE GENEVA AGREEMENT ON INDO-CHINA." IT ASKED THAT THE "STRONG FEELINGS OF THE INDIAN PEOPLE" BE CONVEYED TO WASHINGTON.

    AFTER THE MEMORANDUM HAD BEEN HANDED INTO THE EMBASSY, THE LEADERS ADDRESSED THE DEMONSTRATORS IN THE STREET.
