    IN RECENT WEEKS THE STEADY STREAM OF REFUGEES FROM RUANDA INTO UGANDA IS TURNING INTO A FLOOD AS THE TINY CENTRAL AFRICAN TERRITORY NEARS INDEPENDENCE. ON JUNE 23, SOME OF THE PEOPLE WHO CROSSED THE BORDER WITH THEIR CATTLE WERE MOVED INTO A NEW RELIEF CAMP A FEW MILES INSIDE UGANDA TERRITORY.

    MOST OF THE ESTIMATED 50,000 REFUGEES WHO HAVE ENTERED UGANDA ARE FROM THE WATUTSI TRIBE, THE FORMER RULERS AN OVERLORDS OF RUANDA. THE OTHERS ARE OF THE LARGE BAHUTU TRIBE, WHO HAVE BECOME IDENTIFIED WITH THEIR WATUTSI MASTERS. THE REFUGEES FEAR THAT AFTER INDEPENDENCE DAY, JULY 1, THE BAHUTU, 85-PER CENT OF THE POPULATION, WILL RISE UP AGAINST THE WATUTSI TO CRUSH THEIR FEUDAL SYSTEM FOREVER. THE BAHUTU BELIEVE THAT WHEN THE BELGIAN ADMINISTRATORS AND TROOPS WITHDRAW THE WATUTSI WILL ATTEMPT TO REIMPOSE THEIR OLD FORM OF CONTROL.

    RUANDA - ALONG WITH URUNDI - HAS BEEN ADMINISTERED BY BELGIUM AS ONE PROTECTORATE FOR 40-YEARS. SO FAR ALL ATTEMPTS BY BELGIUM AND THE UNITED NATIONS TO REUNIFY THEM HAVE MET WITH FAILURE, ALTHOUGH THEY ARE WILLING TO FORM AN ECONOMIC UNION. THEY WILL BE CALLED RWANDA AND BURUNDI. IN JANUARY RUANDA DECLARED ITSELF A REPUBLIC.
