HERZOG: "Mr. President, a terrifying implication of the Committee of 20 report is the assumption that the General Assembly can impose a solution. It cannot, because we will not agree to it. The manner in which the general Assembly has dealt with the Middle East problem is a tragedy of major international proportions. Its implications are terrifying and sinister. It should have been acting as a forum, the purpose of which is to encourage negotiation, strive for consensus and compromise -- for that is the only manner in which the problem of the Middle East will be resolved. Instead, the Assembly, by allowing itself to be dominated by a group of intransigent extremists. Whose declared purpose is to fight against any move towards peace, is encouraging dissent instead of accord, intransigence instead of compromise, fanaticism instead of accommodation and conflict instead of peace."
ALLAF: "The Israeli representative repeats reference to the Geneva conference -- but who is blocking the convening of the Geneva conference? Israel itself. israel says -- we are not ready to sit in Geneva with the Palestinian people, with the legitimate representatives of the Palestinian people. So what we are going to sit and discuss there if Israel is not ready to sit with the most directly involved party in the conflict of the Middle East? Everybody agrees that the Middle East conflict is the result of the question of Palestine, and Israel refuses to sit with the representatives of the PLO in Geneva -- then how could it be considered a sincere request for negotiations?"
After listening to the final speech of the debate delegates then cast their votes.
"The result of the vote is as follows: In favour - 90 - against 14 - 16 sorry - 16 - abstentions 30. The draft resolution is adopted."
The 2C-member committee set up the consider palestinian rights called for a two-phase programme for the return of displaced Palestinians.

Background: At the United Nations on Wednesday (24 November) the General Assembly endorsed a call for Israel's withdrawal from occupied Arab territories by 1 June 1977. The Assembly also approved a plan for the United Nations to take over evacuated territories with the co-operation of the Arab League, prior to them being handed over to the Palestine Liberation Organisation. Mr. Chaim Nerzog, Israeli Ambassador to the U.N., accused the General Assembly of allowing itself to be influenced by extremists. His allegation was afterwards denied by Syrian Ambassador, Mowaffak Allaf.
