    THE CONTROVERSIAL ISSUE OF SOUTHERN RHODESIAN INDEPENDENCE: MR IAN SMITH, SOUTHERN RHODESIA'S PRIME MINISTER THIS MORNING HAD HIS FIRST SESSION OF TALKS WITH SIR ALEC DOUGLAS-HOME, BRITAIN'S PRIME MINISTER. NO STATEMENT HAS YET BEEN ISSUED.

    BRITAIN'S COMMONWEALTH AND COLONIAL SECRETARY, MR DUNCAN SANDYS, WHO IS ALSO TAKING PART IN THE IMPORTANT DISCUSSIONS, ARRIVED AT DOWNING STREET JUST BEFORE THE CAR BRINGING MR SMITH DREW UP. DEMONSTRATORS, BEARING BOTH PRO AND ANTI-SMITH PLACARDS LINED THE APPROACHES TO THE PRIME MINISTER'S RESIDENCE BUT WERE NOT ALLOWED TO STAND DIRECTLY OUTSIDE.

    WHEN HE ARRIVED IN LONDON LAST NIGHT FROM LISBON, MR SMITH SAID: "I AM MORE OPTIMISTIC THAN I HAVE EVER BEEN THAT WE CAN NEGOTIATE INDEPENDENCE WITH THE BRITISH GOVERNMENT".

    BUT BEHIND THE MEETINGS THERE'S THE SOUTHERN RHODESIAN GOVERNMENT'S THREAT TO TAKE UNILATERAL ACTION TO ACHIEVE INDEPENDENCE IN DEFIANCE OF BRITAIN, IF THE NEGOTIATIONS -- DESCRIBED BY MR SMITH AS A FINAL BID -- FAIL.
