    A SPECIAL UNITED NATIONS COMMITTEE SET UP TO LOOK INTO THE GRANTING OF INDEPENDENCE TO COLONIAL COUNTRIES HAS BEEN MEETING IN KINSHASA.

    THE COMMITTEE OF 24 ARRIVED IN KINSHASA ON 26 MAY. THEY WERE RECEIVED BY HIGH GOVERNMENT OFFICIALS OF THE CONGO, AND LATER BY PRESIDENT MOBUTU. THE ARRIVAL WAS ACCOMPANIED BY A FULL DISPLAY OF MILITARY HONOURS.

    THE FOLLOWING DAY WAS TO HAVE BEEN THE FIRST SESSION OF THE CONGRESS, BUT THIS WAS POSTPONED UNTIL YESTERDAY (MONDAY). FORMALLY OPENING THE THREE DAY MEETING, PRESIDENT MOBUTU WAS STRONGLY CRITICAL OF BRITAIN'S POLICY IN RHODESIA. HE FELT THAT ECONOMIC SANCTIONS WERE INSUFFICIENT AND INEFFECTIVE IN BRINGING DOWN THE 'REBEL REGIME' OF IAN SMITH. HE ALSO CRITICISED PORTUGUESE COLONIAL POLICIES, WHICH WILL BE ONE OF THE TOPICS DISCUSSED DURING THE COMMITTEE'S ENQUIRY.

    THE COMMITTEE CHAIRMAN, MR. JOHN MALECELA OF TANZANIA, THANKED PRESIDENT MOBUTU, PRAISED HIS CURRENT POLICY IN THE CONGO, AND UNDERLINED THE COMMON PURPOSE OF THE COMMITTEE AND THE CONGOLESE GOVERNMENT. HE EXPRESSED HIS REGRET THAT THE DECISIONS REGARDING THE GRANTING OF INDEPENDENCE TAKEN OVER SIX YEARS AGO HAD NOT BEEN IMPLEMENTED WITH MUCH GREATER SPEED. IN PARTICULAR, HE ADDED THAT OWING TO THE 'DELIBERATE OPPOSITION OR NON-CO-OPERATION OF THE ADMINISTRATIVE POWERS CONCERNED, THE SERIOUS COLONIAL PROBLEMS THAT REMAIN IN SOUTHERN AFRICA AND IN THE ARABIAN PENINSULA HAVE SHOWN NO PERCEPTIBLE MOVEMENT TOWARDS PEACEFUL SOLUTION WITHIN THE CONTEXT OF THE DECLARATION'
    THE COMMITTEE WILL ALSO ENQUIRE INTO THE SITUATION IN SPAIN'S NORTH AFRICAN TERRITORIES. FROM KINSHASA IT MOVES TO LUSAKA, AND LATER TO DAR ES SALAAM. THE TOUR WILL LAST FOR FIVE WEEKS.
