    Background: FOR THE FIRST TIME SINCE THE EAST GERMAN BLOCKADE OF BERLIN IN 1948-49, THE AUTOBAHNS LINKING WEST GERMANY WITH WEST BERLIN WERE CLOSED TODAY (MONDAY) BY EAST GERMAN GUARDS. NO VEHICLES WERE ALLOWED ALONG THE HIGHWAYS DURING A FOUR-HOUR PERIOD. CARS FORMED LONG QUEUES AT THE CHECKPOINTS, AND THE PASSENGERS CHATTED OR PLAYED CARDS WHILE THEY WAITED FOR THE BLOCKADE TO LIFT.

    HOLD-UPS ALONG THE AUTOBAHNS BEGAN LAST WEEK. UNTIL THIS MORNING THE DELAYS HAVE BEEN LIMITED TO SEARCHING EXAMINATIONS OF ALL VEHICLES USING THE HIGHWAYS. THE EAST GERMAN AUTHORITIES HAVE EXPLAINED THAT THE SHOW-DOWN ON THE HIGHWAYS IS DUE TO A WEEK OF EAST GERMAN-SOVIET JOINT MILITARY MANOEUVRES TO THE SOUTHWEST OF BERLIN. TRAVELLERS REACHING BERLIN SAID TANKS WERE SEEN CLOSE TO THE ROAD.

    DRIVERS USING THE AUTOBAHNS REPORT LONG DELAYS. SOME VEHICLES ARE BEING ALLOWED THROUGH ONE CHECKPOINT, ONLY TO BE STOPPED AND CHECKED AGAIN A FEW MILES FURTHER ALONG THE ROAD. ONE FAMILY TOOK TWENTY-THREE HOURS TO DRIVE THE 176 KILOMETRES (ABOUT 110 MILES) ALONG THE HELMSTEDT-BERLIN AUTOBAHN.

    ONE AMERICAN, AND TWO BRITISH MILITARY CARS WERE BARRED FROM LEAVING BERLIN FOR WEST GERMANY.

    THE WEST GERMAN BUNDESTAG (PARLIAMENT) MEETS IN WEST BERLIN ON WEDNESDAY. EAST GERMANY DOES NOT RECOGNISE WEST BERLIN AS BEING PART OF WEST GERMANY. AN EAST GERMAN NEWS AGENCY TONIGHT ISSUED A STATEMENT SAYING THAT WEST GERMAN DEPUTIES WOULD BE ALLOWED INTO BERLIN ONLY IF THEY SIGNED A STATEMENT AT THE BORDER.

    DISSOCIATING THEMSELVES FROM WHAT IS DESCRIBED AS BONN'S "REVENGE POLICY". THE PRESIDENT OF THE BUNDESTAG, DR. EUGEN GERSTENMAIER ARRIVED IN WEST BERLIN TODAY AND SAID: "THE RIGHT OF THE GERMAN BUNDESTAG TO MEET IN BERLIN MUST NOT GET BUSY". HE ADDED THAT THE BUNDESTAG WAS MEETING HERE "NOT TO PROVOKE, BUT TO EXECUTE ITS RIGHT".

    (CANAL TRAFFIC INTO BERLIN HAS ALSO BEEN HALTED, AND THE RUSSIANS HAVE WARNED THAT CERTAIN ALTITUDES IN THE THREE AIR CORRIDORS ABOVE THE HIGHWAYS MIGHT BE AFFECTED. AIR SERVICES AT PRESENT ARE OPERATING NORMALLY).
