    A DAKAR UNIVERSITY IN SENEGAL, JOURNALISTS FROM A NUMBER OF FRENCH-SPEAKING AFRICAN COUNTRIES HAVE BEEN ATTENDING A 10-WEEK ADVANCED COURSE IN JOURNALISM LEADING TO A BACHELOR OF ARTS DEGREE. ON WEDNESDAY (21 FEBRUARY) STUDENTS HEARD A LECTURE BY THE CHIEF EDITOR OF SOVIET TELEVISION NEWS, MR. BIRYUKOV.

    THE THEME OF THE COURSE IS 'THE DAILY PRESS IN AFRICA', AND DEALS WITH TECHNIQUES OF GATHERING AND DISSEMINATING NEWS AND INFORMATION.

    IN HIS LECTURE ON WEDNESDAY MR. BIRYUKOV SPOKE OF THE EARLY DAYS OF TELEVISION IN THE U.S.S.R. WHEN, IN 1934, THE FIRST VIEWERS HAD TO WEAR SPECIAL GLASSES, AND TOLD THE JOURNALISTS OF DEVELOPMENTS IN SOVIET TELEVISION.

    MR. BIRYUKOV, WHO CRITICISED THE COMMERCIAL ASPECT OF TELEVISION IN THE WEST, SAID THAT THE MEDIUM HAD A VITAL PART TO PLAY IN THE DEVELOPMENT OF AFRICA -- AS LONG AS IT REMAINED ESSENTIALLY EDUCATIONAL. THIS, SAID MR. BIRYUKOV, HAD BEEN THE AIM OF THE TRIAL PROGRAMMES SCREENED BY THE SENEGALESE GOVERNMENT.

    AT THE END OF HIS STAY IN DAKAR, MR. BIRYUKOV IS TO VISIT 10 OTHER AFRICAN COUNTRIES.
