    THE TWELVE NATION SUMMIT CONFERENCE OF EAST AND CENTRAL AFRICAN LEADERS ENDS IN KAMPALA TODAY (SATURDAY) - TWO DAYS AHEAD OF SCHEDULE. THE AFRICAN HEADS OF STATE HAVE BEEN MEETING BEHIND CLOSED DOORS BUT LAST NIGHT (FRIDAY) THEY TOOK TIME OFF FOR A STATE BANQUET GIVEN BY PRESIDENT MILTON OBOTE OF UGANDA.

    DURING YESTERDAY'S SESSION, SOMALIA AND ETHIOPIA FORMALLY APPLIED TO JOIN THE NEW EAST AFRICAN COMMUNITY LINKING KENYA, UGANDA AND TANZANIA. ZAMBIA HAS ALREADY APPLIED FOR MEMBERSHIP. IF THE THREE COUNTRIES' NEGOTIATIONS ARE SUCCESSFUL, THE ENLARGED ECONOMIC COMMUNITY WOULD EXTEND FROM THE RED SEA TO THE ZAMBESI RIVER AND EMBRACE A POPULATION OF MORE THAN 60-MILLION. ANOTHER IMPORTANT MATTER BEING DISCUSSED IS THE FUTURE OF THE 130 WHITE MERCENARIES FROM THE CONGO, CURRENTLY BEING HELD IN RWANDA. A FINAL DECISION ON THEM MAY BE ANNOUNCED TODAY.

    OTHER ITEMS ON THE AGENDA ARE PROJECTED AGREEMENTS ON SECURITY, REFUGEES, AFRICAN 'LIBERATION' MOVEMENTS, TRANSPORT, CIVIL AVIATION AND ECONOMIC AFFAIRS IN GENERAL.

    THE NATIONS ATTENDING THE SUMMIT ARE: BURUNDI, CENTRAL AFRICAN REPUBLIC, CONGO BRAZZAVILLE, CONGO KINSHASA, ETHIOPIA, KENYA, RWANDA, SOMALIA, SUDAN, TANZANIA, UGANDA AND ZAMBIA.
