Background: Film from Moscow, May 28, shows how Russian television viewers saw Soviet Premier Nikita Khrushchev making his first major speech since the abortive Summit, which ended 10 days earlier.

Addressing members of the Communist Labour Movement in a 3-hour speech at the Kremlin is made personal attacks on President Eisenhower, and suggested Communist China, India, Indonesia "and perhaps some others" should be included in the next Summit, which he hoped would be in six to eight months. If conditions were not favourable then, Russia "has the patience to wait", he said. He thought that America should "normalise' its relations with Communist China.

There were referenced to the U2 incident and a claim that the Americans needed to be taken down a peg or two. Of President Eisenhower he said: "The way to hell is paved with good intentions and that is where he will land". Mr. Eisenhower - he said - took his golf more seriously than his Presidential duties, foreign policy did not seem to have the same aim. Russia, he added, was prepared to continue disarmament talks with the West. Premier Khrushchev threatened Japan with "shattering blows" if American spy flight were made from US bases in Japan.
