Background: United National Secretary-General, Dr Kurt Waldheim, had talks with President Makarios in Nicosia, Cyprus, on Wednesday, about the political unification of the Greek and Turkish communities.
Dr Waldheim arrived form Beirut in Lebanon, which he had been visiting as part of his fact-finding tour of the Middle-East. He was greeted by the Foreign Minister, Mr John Christophides, General Chand of the United Nations Peace-keeping force, and other officials. Although it was late, he immediately went by helicopter to the presidential place where he met President Makarios. He was due to see him again the next day, as well as the Turkish-Cypriot Vice-President, Mr Raf Denthash.
Talks have been going on between the Greek and Turkish communities on how they can achieve political unity. They have run into difficulties on the question of local government organisation and the amount of autonomy the Turks should retain. The Turks have also expressed concern at the renewed activity of the illegal EOKA organisation under General Grivas. They say the have little confidence in a government which cannot control this.
