    AT NAALA, A VILLAGE SOME 30 MILES (50 KM) DISTANT FROM FORT-LAMY, THE CEREMONIAL OPENING OF THE FIRST ARTESIAN WELL TO OPERATE CHAD WAS ATTENDED LAST SATURDAY (15 NOV) BY MR. MOUHAMADOU A. CARPENTER, EXECUTIVE SECRETARY GENERAL OF THE LAKE CHAD BASIN COMMISSION AND BY M. VAN'T LEVEN, DIRECTOR OF THE OVERALL DEVELOPMENT PROJECT UNDERTAKEN JOINTLY BY THE FOOD AND AGRICULTURAL ORGANISATION (FAO) AND THE U.N. DEVELOPMENT PROGRAMME.

    THE NEW WELL WAS GREETED WITH APPRECIATION BY THE LOCAL VILLAGERS WHO ARE FOR THE MOST PART ENGAGED IN CATTLE RAISING, AND WAS IMMEDIATELY PUT INTO OPERATION.

    THE WELL IS PART OF A THREE-MILLION-DOLLAR (1,250,000 POUND STERLING) WATER RESOURCES PROGRAMME FINANCED IN PART BY U.N. DEVELOPMENT FUND AND CARRIED OUT BY THE F.A.O. FOR THE BENEFIT OF THE LAKE CHAD BASIN COMMISSION, WHICH IS RESPONSIBLE FOR THE CO-OPERATION OF THE DEVELOPMENT OF THE BASIN AND FOR TRANSPORT AND HEALTH POLICIES.

    THE COMMISSION, WHICH HAS ITS HEADQUARTERS IN FORT-LAMY, WAS FOUNDED IN 1964. ITS MEMBERS ARE CAMEROON, CHAD, NIGER AND NIGERIA.
