    At Elisabethville, Katanga, Feb 26, a military and political alliance -"to prevent the establishment of a regime of tyranny over the Congo" - was signed by President Tshombe of Katanga, Premier Ileo of the central Government in Leopoldville, and President Kalonji of South Kasai.

    At the meeting in Elisabethville, the three leaders - who attached the "Guilty inactivity" of the United Nations - decided to call a conference at Madagascar, on Mar 6. Originally it was planned to hold a conference of Congo leaders in Geneva, but a Katanga Government statement described Geneva as "a notorious base for international espionage" Madagascar was African and offered "guarantees of neutrality". The statement called on the two Lumumbist leaders, Mr. Gizenga and Mr. Kashamara, to attend the Madagascar meeting.
