    A go-slow by Japan National Railway employees brought chaos to crowded train timetables early on Monday (March 5), with some 400,000 Tokyo commuters struggling through the peak travel period.

    The ??? is being staged on a ??? basis, but in Tokyo, alone, the first day's action on Monday resulted in ever a hundred trains being taken out of service. Throughout the morning rush hour period, almost half a million commuters stream into the city by surface trains of JNR (Japan National Railways) before changing onto the inner-city, privately operated subway systems. So far, subway employees have not joined the JNR union's action.

    At some of the bigger stations, rail officials on Monday were having to cope with several thousand commuters at a time, with huge crowds swamping the platforms as the delays grew longer. There were casualties. too - one key station reported that the rush for one train left four people injured.

    Monday's chaos heralded a two-week work-to-rule plan formulated by the National Railway Locomotive Workers' Union. The Union, with 50,000 members, is building up for their spring labour offensive, which will be mounted in opposition to a JNR rationalization programme. The programme, they say, threatens them with a drastic cut in personnel.

    Later this month, a one-day total strike will be staged.
