    In Cyprus, President Spyros Kyprianou on Thursday (20 July) appeared to reject a proposal to put the Turkish-occupied resort of Varosha under an interim administration supervised by the United Nations. The proposal was made by Turkish-Cypriot leader Rauf Denktash.

    SYNOPSIS: The greek-Cypriot President was speaking at a mass rally in Nicosia marking the fourth anniversary of the Turkish invasion of Cyprus in 1974. Mr. Kyprianou alleged that the U.S. government had instructed Mr. Denktash to make the offer to influence a pending Congressional vote on whether to lift the American arms embargo against Turkey. Mr. Denktash had proposed putting Varosha under an interim administration without prejudice of a final settlement.

    President Kyprianou called on the Turkish-Cypriot leader to instead present a plan for real federation with freedom of movement and the withdrawal to Turkish troops.

    Mr. Denktash's proposal, if accepted, would allow 35,000 Greek-Cypriot refugees to start returning home as soon as inter-communal negotiations were resumed. Varosha was the island's most important tourist area before the invasion. It includes many of Cyprus's biggest and most luxurious hotels, all of them owned by Greeks or foreign companies.

    President Kyprianou has also said that a conspiracy against his government has been stopped in its early stages. Princess Zena Gunther de Tyras, a former Greek-Cypriot cabaret performer, appeared in a Nicosia court on Thursday (20 July) in connection with the alleged plot. Also arrested on charges of seditious conspiracy was Greek-Cypriot Christakis Mikhail.

    Princess Zena was remanded in custody for eight days. The President gave no specific details of the conspiracy, but did say everything was under control and the law would take its course.
