    Former South Rhodesian Premier, R. S. Garfield Todd, celled for secession from the Federation July 9 at a meeting in Harari, near Salisbury -- the Central Africa party's biggest recruitment effort.

    Ex-Premier Todd, seeking to regain his former power through his new party, the C.A.P, spoke to more than 2,000 Africans.

    Under certain circumstances, he said, and after some years of responsible Government, it would be fair and proper for any territory to second from the Federation of Rhodesia and Nyasaland. The Federation's white minority, he asserted, must voluntarily release its position. This was the price which had to be pied to ensure that "the unbridled will of the majority shall not threaten the future security of minorities".

    The people of the Federation, he urged, should not be fighting one another but co-operating for the common good and the responsibility for co-operation rested fairly and squarely on the shoulders of the white people of the Colony. In his experience the black people were prepared to co-operate "and they have been very patient". For the moment, no further steps should be taken towards obtaining greater powers of government for the Federation.

    Ex-Premier Todd fell form power in the last election because of his extreme liberal views towards the African population. He new party aims at scouring the support of the black people and by their vote he hopes to force his way into power again.
