    TALKS ARE DUE TO BEGIN IN LONDON ON MAY 18TH BETWEEN THE FOREIGN MINISTERS OF BRITAIN AND SPAIN ON THE FUTURE OF GIBRALTAR. THE TWO COUNTRIES WERE ASKED BY THE UNITED NATIONS IN 1964 TO SETTLE THEIR DISPUTE ABOUT THIS BRITISH COLONY BETWEEN THEMSELVES.

    GIBRALTAR WAS CAPTURED BY A BRITISH AND ALLIED FORCE IN 1704 AND RECOGNISED BY SPAIN AS BRITISH TERRITORY BY THE TREATY OF UTRECHT IN 1713. BUT SPAIN NOW CLAIMS THAT BRITAIN HAS EXCEEDED HER TREATY RIGHTS BY BUILDING INSTALLATIONS OUTSIDE THE BOUNDARY, AND ALSO BY THE CONSTITUTIONAL CHANGES OF THE PAST 16 YEARS, WHICH HAVE GIVEN THE PEOPLE OF GIBRALTAR INTERNAL SELF-GOVERNMENT. SPAIN IS NOW CLAIMING SOVEREIGNTY OVER THE TERRITORY.

    BRITAIN HAS DENIED ANY SPANISH RIGHT OF SOVEREIGNTY, AND HAS ALSO UNDERTAKEN TO STAND BY THE 25,000 PEOPLE OF GIBRALTAR, WHO HAVE MADE IT CLEAR THAT THEY WANT THE EXISTING BRITISH CONNECTION TO CONTINUE.

    IN 1964, JUST AFTER THE DISPUTE HAD BEEN BEFORE THE UNITED NATIONS, SPAIN PUT NEW RESTRICTIONS ON TRAFFIC ACROSS THE FRONTIER WITH GIBRALTAR. THESE LIMITED SPANISH WORKERS CROSSING INTO THE COLONY AND PREVENTED GIBRALTARIANS FROM LIVING IN SPAIN. THEY ALSO DRASTICALLY DELAYED TOURIST TRAFFIC. THE OFFICIAL REASON GIVEN BY THE SPANISH GOVERNMENT WAS THE PREVENTION OF SMUGGLING. THE RESTRICTIONS ARE STILL IN FORCE, THOUGH THE FRONTIER DELAYS HAVE RECENTLY BECOME LESS SEVERE.
