    UGANDA HAS CELEBRATED THE SEVENTH ANNIVERSARY OF ITS INDEPENDENCE WITH PARADES AND CEREMONIES AND THE PRESIDENT, DR. MILTON OBOTE, HAS TOLD HIS COUNTRYMEN THAT THE COMING YEAR WOULD BE THE YEAR OF THE PEASANTS AND WORKERS.

    THE CELEBRATIONS INCLUDED PARADES OF FLOATS AND TROOPS AND FLYPAST OF JET AIRCRAFT.

    THOUSANDS THRONGED KOLO HILL IN KAMPALA TO HEAR AN ADDRESS BY PRESIDENT OBOTE.

    THE PRESIDENT ANNOUNCED PLANS FOR A NEW SOCIALIST POLICY IN WHICH HE PREDICTED THE NATIONALISATION OF PRIVATE ENTERPRISE.

    DR. OBOTE SAID THE COUNTRY DEPENDED ON ITS RURAL POPULATION AND THIS GROUP MUST BE HELPED TO RISE ABOVE ITS PRESENT LIVING STANDARDS. BUT THE URBAN WORKERS MUST NOT BE ALLOWED TO BE THE PREY OF DEMAGOGUES AND CAPITALISTS.

    THE PRESIDENT SAID THAT UGANDA'S NEW MOVE TO THE LEFT AS HE CALLED IT, WOULD AIM AT UPLIFTING THE WORKING POPULATION IN RURAL AND URBAN AREAS.

    HE SAID:......"THE EIGHTH YEAR OF OUR INDEPENDENCE, THEREFORE, MUST BE SEEN AS THE YEAR OF THE PEASANTS AND THE WORKERS. IN ORDER TO GIVE THE PEASANTS AND THE WORKERS FULL OPPORTUNITY FOR DEVELOPMENT THE EIGHTH YEAR OF INDEPENDENCE MUST ALSO BE THE YEAR OF RUTHLESS UPROOTING OF ELEMENTS OF FEUDALISM WHICH MAY STILL BE IN OUR SOCIETY."
    DR OBOTE SAID THAT TENTATIVE PROPOSALS TO IMPLEMENT THE NEW POLICY HAD BEEN WORKED OUT BUT WOULD NOT BE ANNOUNCED UNTIL THE NEW CHARTER HAD BEEN APPROVED BY THE CONGRESS OF THE RULING UGANDA PEOPLE'S PARTY LATER THIS MONTH.

    A LARGE SECTION OF UGANDA'S ECONOMY IS NOW CONTROLLED BY STATE ENTERPRISES, BUT BANKING, THE OIL INDUSTRY AND MOST IMPORT TRADE ID HANDLED BY PRIVATE ENTERPRISES.

    YESTERDAY (THURSDAY) WAS PUBLIC HOLIDAY IN UGANDA AND CEREMONIES TO MARK THE ANNIVERSARY WERE HELD THROUGHOUT THE COUNTRY.
