    SENIOR REPRESENTATIVES OF JAMAICA, TRINIDAD, BARBADOS AND BRITISH GUIANA ARRIVED IN GEORGETOWN ON MONDAY FOR WIDE RANGING TALKS ABOUT THE FUTURE OF THE BRITISH CARIBBEAN.THEIR COMMUNIQUE ISSUED LAST NIGHT (WEDNESDAY), AT THE CLOSE OF THE THREE-DAY MEETING, CALLS ON BRITAIN TO TAKE PRACTICAL STEPS TO EASE ITS COLOURED IMMIGRATION PROBLEM BY PROMOTING CAPITAL INVESTMENT AND STEPPING UP TECHNICAL AID TO THE WEST INDIES.

    MR.FORBES BURNHAM AND MR.BARROW, BOTH PREMIERS ARE THE CHIEF DELEGATES OF BRITISH GUIANA AND BARBADOS (RESPECTIVELY); BOTH TERRITORIES HAVE INTERNAL SELF-GOVERNMENT.JAMAICA'S DEPUTY PRIME MINISTER, MR.DONALD SANGSTER AND TRINIDAD'S EXTERNAL AFFAIRS MINISTER, DR.PATRICK SOLOMON, REPRESENTED THEIR COUNTRIES, BOTH INDEPENDENT.

    OFFICIALS HAVE EMPHASIZED THAT THE CONFERENCE IS NOT AN ATTEMPT TO REVIVE THE WEST INDIES FEDERATION BUT HAD BEEN CALLED TO IMPROVE ECONOMIC AND SOCIAL CONDITIONS IN THE AREA.PREMIER BURNHAM, AT THE CONFERENCE OPENING, SAID THAT THE FOUR TERRITORIES MIGHT CONSIDER FORMING A WIDER CARIBBEAN COMMUNITY EMBRACING OTHER COUNTRIES.HE SAID THAT A LARGER AND MORE EFFECTIVE BODY WAS NEEDED TO DEAL WITH THE AREAS ECONOMIC AND OTHER PROBLEMS.

    MR.BURNHAM SAID THAT GUIANA HAD INVITED THE DELEGATIONS BECAUSE IT WANTED THE WORLD TO KNOW THAT GUIANA WISHED FOR A PLACE IN THE FREE SOCIETY OF THE CARIBBEAN.

    PREMIER ERROL BARROW TOLD THE CONFERENCE THAT IT WAS NOT IMPORTANT WHETHER CARIBBEAN TERRITORIES LOOKED EAST OR WEST OR PRESERVED A STATE OF NEUTRALITY, SINCE THEY WERE RICH ENOUGH IN RESOURCES TO FORM A POLITICAL PHILOSOPHY OF THEIR OWN.HE WAS APPLAUDED WHEN HE SAID THAT SOCIALISM AS ADOPTED BY PARTS OF EASTERN EUROPE AND THE FAR EAST SEEMED TO BE "DEMONSTRATING THE SAME COLONIAL POLICY WHICH WE CLAIM WE ARE TRYING TO SHAKE OFF".

    THE GOVERNOR OF BRITISH GUIANA, SIR RICHARD LUYT, OPENED THE CONFERENCE IN THE LEGISLATIVE CHAMBER.THE HEAVY AGENDA INCLUDED PLANS TO EXPAND THE SUGAR AND BANANA INDUSTRIES, THE TRAINING OF CIVIL SERVANTS, SPECIALISTS AID AND HEALTH SERVICES.
