    TRANSCRIPT: 'MR. PRESIDENT, THESE ARE GRAVE PRONOUNCEMENTS, WHICH WILL HAVE SERIOUS CONSEQUENCES ON THE GOVERNMENT OF SOUTH AFRICA. IT IS NOT ENOUGH TO EXPRESS SYMPATHY FOR THE SITUATION IN NAMIBIA -- OH, OR MAKE MUFFLED UTTERANCES OF THE REPUGNANCE OF SOUTH AFRICA'S POLICIES IN NAMIBIA. FIRM AND RESOLUTE ACTION IS REQUIRED. WE CANNOT CONTINUE LEGALISTIC JUGGLING OF PHRASES SIMPLY IN ORDER TO EVADE THE UNPLEASANT CONSEQUENCES OF RESPONSIBILITY. THE PERMANENT MEMBERS OF THE SECURITY COUNCIL HAVE A GRAVE RESPONSIBILITY, PLACED UPON THEM BY THE CHARTER OF THE UNITED NATIONS, TO ENSURE THAT THE PEOPLE OF NAMIBIA EXERCISE THEIR RIGHT TO SELF-DETERMINATION AND INDEPENDENCE. WE SINCERELY HOPE THAT THEY WILL ASSUME THIS INESCAPABLE BURDEN, WITH GREAT POWER. WITH THESE FEW WORDS, MR. PRESIDENT, IT IS MY PLEASURE AND PRIVILEGE, ON BEHALF OF THE DELEGATIONS OF ALGERIA, COLOMBIA, SENEGAL, PAKISTAN, PARAGUAY, AND ZAMBIA, TO COMMEND THE RESOLUTION CONTAINED IN DOCUMENT S/9384 FOR THE (UNINTELLIGIBLE) ADOPTION OF THIS COUNCIL.

    Background: THE UNITED NATIONS SECURITY COUNCIL YESTERDAY (12 AUGUST) SET A DEADLINE OF 4 OCTOBER FOR THE WITHDRAWAL OF SOUTH AFRICA'S ADMINISTRATION OF SOUTH-WEST AFRICA. FAILING THIS THE WORLD BODY WILL 'MEET IMMEDIATELY TO DETERMINE UPON EFFECTIVE MEASURES' PROVIDED BY THE UNITED NATIONS CHARTER.

    ELEVEN MEMBERS VOTED FOR THE RESOLUTION, WHICH WAS TABLED BY THE AFRICAN, ASIAN, AND LATIN-AMERICAN MEMBERS. BRITAIN, THE UNITED STATES, FRANCE, AND FINLAND ABSTAINED.

    THE RESOLUTION CONDEMNED THE SOUTH AFRICAN GOVERNMENT FOR REFUSING TO COMPLY WITH THE SECURITY COUNCIL'S REQUEST LAST MARCH TO WITHDRAW IMMEDIATELY FROM THE MINERAL-RICH FORMER GERMAN COLONY, NOW KNOWN IN THE UNITED NATIONS BY THE INDIGENOUS NAME OF NAMIBIA.

    THE COUNCIL DECIDED THAT 'THE CONTINUED OCCUPATION OF THE TERRITORY OF NAMIBIA BY THE SOUTH AFRICAN AUTHORITIES CONSTITUTES AN AGGRESSIVE ENCROACHMENT ON THE AUTHORITY OF THE UNITED NATIONS, A VIOLATION OF THE TERRITORIAL INTEGRITY AND A DENIAL OF THE POLITICAL SOVEREIGNTY OF THE PEOPLE OF NAMIBIA'.

    IN INTRODUCING THE RESOLUTION, ZAMBIA'S AMBASSADOR, MR. VERNON J. MWAANGA, SAID:
