    Ugandan President Godfrey Binaisa wants to normalise relations with Zaire. The Ugandan head of state flew to Lubumbashi in Zaire's Shaba province last Saturday (13 October) where he met with his Zairean counterpart President Mobutu Sese Seko, to discuss improving relations between the two countries.

    SYNOPSIS: Uganda's State Radio said President binaisa had flown to Zaire to find ways of ending smuggling across their common border and discuss security arrangements. The visit came at a time when observers were reporting a cooling off in relations between the two Presidents.

    The official welcome was formal. President Binaisa was introduced to Zaire's First Lady and representatives of the military and diplomatic corps.

    Relations between the two countries are reported to have come under increasing strain in recent months since Uganda accused Zaire of allowing followers of Uganda's ex-President Idi Amin to maintain bases there for attacks on Uganda. Many of Amin's troops and supporters fled to Zaire earlier this year from advancing Tanzanian troops.

    President Mobutu rejected the accusation, but said he would consider Ugandan requests for the return of cars and aircraft taken into Zaire by the fleeing Amin soldiers.

    It was President Binaisa's first visit to Zaire and observers said it may lead to an improvement in relations.
