BUTLER, UK MINISTER RESPONSIBLE FOR CENTRAL AFRICAN AFFAIRS, MAY 15 FLEW TO BLANTYRE, NYASALAND, FOR TALKS ON THE FUTURE OF THE FEDERATION OF NORTHERN AND SOUTHERN RHODESIA AND NYASALAND. MR. BUTLER TRAVELLED FROM SALISBURY, SOUTHERN RHODESIA, IN A "DAKOTA" AIRCRAFT OF THE RHODESIAN AIR FORCE.

    HE WAS MET AT THE AIRPORT BY THE GOVERNOR, SIR GLYN JONES, AND HIS WIFE, AND OFFICIALS OF THE NATIONALIST MALAWI CONGRESS PARTY - INCLUDING ITS LEADER, DR. HASTINGS BANDA. MALAWI IS THE RULING PARTY IN NYASALAND. ALSO THERE TO GREET HIM WAS MR. MICHAEL BLACKWOOD, LEADER OF THE UNITED FEDERAL PARTY IN NYASALAND, AND LEADER OF THE OPPOSITION IN THE LEGISLATIVE COUNCIL.

    MR. BUTLER ADDRESSED NEWSMEN BEFORE LEAVING FOR GOVERNMENT HOUSE AT ZOMBA. HE SAID HE WANTED TO MEET AS MANY PEOPLE AS POSSIBLE - A CROSS-SECTION OF OPINION WOULD BE "MOST VALUABLE". LATER, HE TALKED FOR AN HOUR-AND-A-HALF WITH DR. BANDA, WHOSE PARTY WANTS SECESSION FROM THE FEDERATION.

    MAY 17, MR. BUTLER WAS LEAVING NYASALAND FOR NORTHERN RHODESIA. IN SOUTHERN RHODESIA, HE HAD TALKS WITH THE FEDERAL PRIME MINISTER, SIR ROY WELENSKY, AND THE PRIME MINISTER OF SOUTHERN RHODESIA, SIR EDGAR WHITEHEAD.
