    A THREE MAN TEAM FROM THE INTERNATIONAL CONTROL COMMISSION (I.C.C.) THIS WEEK VISITED CAMBODIAN BORDER VILLAGES IN THE SVAY RIENG PROVINCE. THEIR VISIT FOLLOWS CAMBODIAN PROTESTS THAT THERE WERE MACHINE GUN AND ROCKET ATTACKS ON THE VILLAGES BY THREE UNITED STATES-SOUTH VIETNAMESE HELICOPTERS ON NOVEMBER 6TH.

    THE CAMBODIAN GOVERNMENT STATEMENT SAID THAT THREE CIVILIANS WERE KILLED AND 21 WERE WOUNDED IN THE PAID.

    THE MEMBERS OF THE I.C.C. WERE SHOWN INJURED VILLAGERS IN A HOSPITAL NEARBY, AND INSPECTED OTHER EVIDENCE OFFERED OF THE ATTACK INCLUDING SHRAPNEL AND ROCKET FRAGMENTS. WITH THEM ON THEIR TOUR OF THE DAMAGED AREA WERE SEVERAL NEWSPAPERMEN. THE CAMBODIAN GOVERNMENT LIFTED IT'S BAN ON FOREIGN JOURNALISTS DURING THE INDEPENDENCE ANNIVERSARY CELEBRATIONS THIS MONTH.

    THE VILLAGE IS ONE MILE FROM THE VIETNAMESE BORDER.

    A UNITED STATES DIPLOMATIC NOTE IN RESPONSE TO THE CAMBODIAN PROTESTS SAID THAT "THE UNITED STATES ARMED FORCES ARE DOING THEIR BEST TO AVOID INCIDENTS WHICH MIGHT CAUSE DAMAGE IN CAMBODIA."
    OFFICIAL CAMBODIAN SOURCES SAY THAT SIMILAR BORDER RAIDS HAVE NOW CAUSED 300 CAMBODIAN DEATHS.
