    A RECENT RULING BY SOUTH AFRICA'S GOVERNMENT THAT JAPANESE IN THE COUNTRY ARE TO BE CLASSIFIED AS "WHITE" HAS CAUSED EMBARRASSMENT AND NUMEROUS APOLOGIES. THE MAIN REASON IS THAT CHINESE DO NOT HAVE THIS WHITE STATUS - THE DIFFICULT OF RECOGNIZING ONE RACE FROM THE OTHER HAS BECOME A DILEMMA.

    AS ILLUSTRATED BY RECENT FILM TAKEN IN JOHANNESBURG, FACILITIES HITHERTO RESERVED FOR "WHITES ONLY" ARE NOW ENJOYED BY THE JAPANESE. AIRPORT OFFICIALS, SHOP ASSISTANTS, SWIMMING POOL ATTENDANTS, WORKERS ON PUBLIC SERVICES, AND MANY OTHERS, FIND THE NEW RULE PERPLEXING ONE.

    A PRETORIA BUS DRIVER, WHO RECENTLY REFUSED TO PICK UP A JAPANESE CONSULATE OFFICIAL BECAUSE HE THOUGH HE WAS CHINESE, WAS SUSPENDED BY THE CITY COUNCIL. ON FEB 13 THE PRETORIA TRANSPORT DEPARTMENT APOLOGIZED TO THE JAPANESE CONSUL-GENERAL FOR THE INCIDENT. THE DRIVER, WHO ALSO APOLOGIZED, WAS GIVEN A SEVEN-DAY SUSPENSION FROM WORK, TO TAKE EFFECT IF HE COMMITS A SIMILAR OFFENCE WITHIN SIX MONTHS.

    IT WAS REPORTED FEB 19 THAT, AS A RESULT OF THIS CASE, CHINESE AND JAPANESE WILL NOW BE ABLE TO TRAVEL TOGETHER ON PRETORIA'S "EUROPEANS ONLY" BUSES.

    DESPITE THE RULING THAT JAPANESE WOULD BE REGARDED AS WHITE, AN INTERNATIONAL "INCIDENT" WAS CREATED BY THE MANAGEMENT COMMITTEE OF THE PRETORIA CITY COUNCIL EARLIER IN FEBRUARY WHEN THEY REFUSED PERMISSION FOR THE LOCAL SWIMMING BATH, MEASURING UP TO OLYMPIC GAMES STANDARDS, TO BE USED BY A VISITING TEAM OF JAPANESE SWIMMERS IN MARCH.

    THIS REFUSAL PROMPTED MR NEVILLE GRACIE OF DURBAN, PRESIDENT OF THE SOUTH AFRICAN AMATEUR SWIMMING UNION, TO APOLOGIES TO THE JAPANESE SWIMMING MANAGEMENT AND THE JAPANESE CONSUL-GENERAL. MR GRACIE DESCRIBED THE BAN AS "UNPRECEDENTED IN SOUTH AFRICAN SPORTING HISTORY".

    WHEN DR JOHANNES VAN DER WATH, CHAIRMAN OF THE SOUTH AFRICAN WOOL BOARD, RETURNED TO JOHANNESBURG FEB 17 FROM AN INTERNATIONAL WOOL BOARD MEETING IN LONDON, HE SAID PROSPECTS FOR OPENING A MARKET FOR SOUTH AFRICAN WOOL IN THE CHINESE PEOPLE'S REPUBLIC WOULD BE EXPLORED THIS YEAR. SHOULD A TRADE AGREEMENT OF REACHED, THE SOUTH AFRICAN GOVERNMENT WOULD HAVE TO CONSIDER CHANGING ITS ATTITUDE TO THE CHINESE IN SOUTH AFRICA, HE ADDED.
