    RACIAL VIOLENCE ERUPTED FOR THE SECOND SUCCESSIVE NIGHT IN SYRACUSE ON THURSDAY NIGHT. HOWEVER, THE LATEST OUTBREAK WAS LESS SERIOUS THAN WEDNESDAY NIGHT'S.

    SYRACUSE POLICE, WHO WERE AUTHORISED TO TAKE EXTREME MEASURES TO QUELL ANY OUTBREAKS OF VIOLENCE, USED TEAR GAS TO DISPERSE BANDS OF NEGRO YOUTHS WHO WERE SMASHING WINDOWS AND STONING PASSING AUTOMOBILES. AS THE NIGHT BEFORE, FIRES WERE LIT IN STORES, AND THERE WAS LOOTING.

    AT LEAST FIVE PEOPLE WERE INJURED AND 27 ARRESTED. THE POLICE SAID SIX NEGRO YOUTHS WERE ARMED WHEN APPREHENDED.

    THE MAYOR, WILLIAM WALSH, EXTENDED THE CURFEW HE ESTABLISHED DURING WEDNESDAY NIGHT'S RIOTING.

    ON THURSDAY NIGHT -- JUST BEFORE THE LATEST VIOLENCE BROKE OUT -- SYRACUSE'S NEW POLICE CHIEF, JOHN O'CONNER, SAID HE INTENDED SETTING UP A POLICE "PEACE CORPS", MADE UP OF NEGROES TO HELP PREVENT FURTHER RACIAL DISTURBANCES IN SYRACUSE.
