Background: General Francisco France returned to Madrid on Monday night (9 September) to resume his duties as Spain's Head of State. The General, who is approaching his 82nd birthday, is reported to have completely recovered from his recent illness, which brought him close to death. In the last few weeks, the General has been convalescing in north-western Spain.
During the General's two-month illness, power was handed over to his personal choice as heir, Prince Juan Carlos. However, General Franco took back all the powers last Monday (2 September). The Prince was not at the airport on Monday night to meet General Franco. He was on holiday in Majorca.
Barcelona police arrested 67 people during a raid on a clandestine political meeting just before the General's return to Madrid. Observers in Madrid believe that General Franco's return to power will herald a crack-down on the more liberal elements in the community. There is also talk of an imminent Cabinet reshuffle.
On Friday (13 September) General Franco will preside at his first Cabinet meeting since entering hospital on 9 July.
