    TWO DAYS OF STOPPAGES IN FRANCE'S ESSENTIAL SERVICES ARE DUE TO BEGIN AT MIDNIGHT TONIGHT (TUESDAY). THE STRIKES WILL BE STAGGERED OVER 48 HOURS WITH RAILWAYMEN LEADING THE WAY.

    THE STRIKE IS THE SECOND IN LITTLE MORE THAN A MONTH. AGAIN IT IS IN PROTEST AGAINST THE GOVERNMENT'S WAGE RESTRAINT POLICY. BUT THE PUBLIC WILL SUFFER LESS THAN ON DECEMBER II, WHEN THE COUNTRY WAS PLUNGED INTO DARKNESS AND PUBLIC TRANSPORT WAS BROUGHT TO A HALT.

    AIR TRAFFIC WILL BE REDUCED, ESPECIALLY INTERNAL FLIGHTS. ELECTRICITY AND GAS WORKERS WILL HALT FOR 24 HOURS, BUT SUPPLIES WILL BE MAINTAINED TO HOSPITALS, STREET AND TRAFFIC LIGHTS, AND SOME INDUSTRIAL PLANTS.

    THERE WILL BE NO MAIL TOMORROW, AND DELAYS ARE EXPECTED IN LONG-DISTANCE TELEPHONE CALLS. MOST SCHOOL CHILDREN WILL HAVE A DAY OFF TOMORROW AND THURSDAY MORNING.

    PUBLIC TRANSPORT IN PARIS WILL BE HEAVILY REDUCED TOMORROW. COMMUTERS WHO USE UNDERGROUND TRAINS OR BUSES TO GET TO WORK WILL HAVE TO RELY ON A SPECIAL SERVICE OF ARMY TRUCKS.

    RAILWAY TRAFFIC IS EXPECTED TO BE THE HARDEST HIT BY THE STRIKE. A FEW LONG-DISTANCE TRAINS ARE SCHEDULED, BUT GOODS TRAINS WILL NOT BE RUNNING. SUBURBAN TRAINS WILL BE REDUCED TO A TRICKLE.
