The city today provided a wet but no less sincere welcome for the President of the Federal Republic of Germany, Dr. Theodor Heuss.
Despite the weather the ticker--tape parade was by no means a total loss. Dr. Heuss was advised to take a closed car up Lower Broadway but he elected to ride in the open limousine instead so that what crowds there were could see him. At City Hall, Mayor offered his apologies.
Dr. Heuss said he was very grateful for his warm reception. He said it wan an occasion he would hot have missed. And he said he was thankful for all the people who came out in the rain to see him.
Dr. Heuss had a chance to sample New York weather in Lower Broadway and at the top of the Empire State Building. He said graciously that it was "beautiful."
