    ELEVEN PRESIDENTIAL CANDIDATES YESTERDAY (THURSDAY) OPENED MONTH-LONG CAMPAIGNS FOR SOUTH VIETNAM'S GENERAL ELECTIONS ON SEPTEMBER 3, DESIGNED TO RETURN THE COUNTRY TO CIVILIAN RULE.

    SEEKING THE VOTES OF AN ESTIMATED 5,500,000 ELIGIBLE VOTERS IN RELATIVELY SECURE PARTS OF THE COUNTRY ARE 480 CANDIDATES FOR THE COUNTRY'S FIRST SENATE OF 60 MEMBERS.

    OPEN CAMPAIGNING WAS FORBIDDEN UNTIL YESTERDAY UNDER THE ELECTORAL LAWS, BUT THE VYING FOR VOTES HAS NOW REACHED THE PUBLIC WITH A FLURRY OF PRESS CONFERENCE AND THOUSANDS OF POSTERS AND PAMPHLETS ON THE STREETS OF SOUTH VIETNAM'S MAIN TOWNS.

    THE HEAD OF STATE, LIEUTENANT-GENERAL NGUYEN VAN THIEU, AND THE PRIME MINISTER MARSHAL NGUYEN CAO KY ARE SEEN AS THE PREDOMINANT CANDIDATES. THE TWO MILITARY LEADERS OF THE PAST TWO YEARS ARE RUNNING ON THE SAME TICKET FOR THE RESPECTIVE POSITIONS OF PRESIDENT AND VICE-PRESIDENT.

    THE MAIN OPPOSITION TO THEIR RESUMPTION OF RULE IN A CIVILIAN CAPACITY IN BELIEVED TO COME FROM TWO OF THE 10 CIVILIAN CANDIDATES FOR THE PRESIDENCY. THEY ARE FORMER PRIME MINISTER, MR TRAN VAN HUONG, AGED 64, AND FORMER HEAD OF STATE, MR PHAN KHAC SUU, BOTH OF WHOM DRAW THEIR MAIN SUPPORT FROM THE SOUTHERN AND MOST DENSELY POPULATED PART OF THE COUNTRY. THEY BOTH OPENED THEIR CAMPAIGNS YESTERDAY BY CALLING FOR DIRECT PEACE TALKS WITH HANOI.

    OTHER MAIN ISSUES IN THE CAMPAIGN ARE EXPECTED TO BE THOSE OF SOCIAL REFORM, ANTI-CORRUPTION MEASURES AND ALLEVIATION OF WAR SUFFERING.
