    Background: OFF THE COAST OF NORTHERN CHILE

    Naval vessels from the United States and Chile have been taking part in joint exercises in the coastal waters of northern Chile. Eleven vessels, including an American submarine, are taking part. Among them, the 4,500-tonned guided missile destroyer, Preble, from the United States. Chilean and American sailors and officers exchanged friendly greetings during the exercises. Admiral James Sidle of the United States and Chile's Admiral Lazcano later declared at a news conference that the exercises had been a success. Chile and the United States have close military ties under the 1947 Treaty of Rio. But the exercises also underline the growing links between Chile and the United States, following the rupture during the 1970's which led to a ban on arms sales. Press comment has also focussed on the Beagle Channel dispute between Chile and Argentina. If trouble resurfaces here, the United States could find its unpopularity in Buenos Aires stemming from the Falklands crisis made even worse.
