    THE UNITED STATES HAS A NEW BRIDGE-TUNNEL THAT ENGINEERS CALL ONE OF THE SEVEN WONDERS OF MODERN TECHNOLOGY. IT STRETCHES 18 MILES (29 KMS) ACROSS CHESAPEAKE BAY ON THE ATLANTIC SEABOARD AND WILL SAVE MOTORISTS 90 MINUTES BETWEEN NEW YORK AND THE SOUTH.

    IT WAS OPENED TO TRAFFIC ON WEDNESDAY, AS FILM SHOWS. A FLOCK OF SEAGULLS WAS RELEASED TO MARK THE OPENING -- THE SEAGULL IS THE OFFICIAL SYMBOL OF THIS WATER HIGHWAY.

    MOST OF THE ROAD IS BUILT ON THE TRESTLE TECHNIQUE ACROSS WATERS THAT CAN BE SAVAGELY STORMY. BUT INSTEAD OF BUILDING A HIGH BRIDGE TO ALLOW OCEAN-GOING SHIPS TO PASS BENEATH, THE DESIGNERS LOWERED THE ROAD IN TWO SECTIONS TO BECOME A TUNNEL.

    THE 200-MILLION DOLLAR PROJECT TOOK MORE THAN THREE YEARS TO COMPLETE. THE COST WILL BE RECOVERED IN TOLLS -- FOUR DOLLARS FOR EACH VEHICLE PLUS A SMALLER CHARGE FOR EACH PASSENGER.
