    Background: The first Soviet Ambassador to Cuba since 1952, Sergei Kudriavtsev, arrived at Havana airport Aug 17 accompanied by seven diplomatists. He was greeted by Manuel Yepe of the Cuban State Department, and bearded Faure Chamon, Cuba's new Ambassador to Russia.

    After presentation of flowers by several small girls, Ambassador Kudriavtsev held an impromptu press conference in the airport lounge. He then drove off to present his credentials to President Osvaldo Dorticas.

    Soon after Cuban Defence Minister Raul Castro - brother of Premier Fidel Castro - arrived back from Moscow recently, he said that Soviet if it attacks Cuba. His statement echoed Premier Khrushchev's threats last month.
