    THE CAPTAINS OF TWO SOVIET TRAWLERS ATTENDED A HEARING OF THE SPECIAL COMMISSION INVESTIGATING AN ALLEGED PLOT TO RAINSTATE GHANA'S DEPOSED PRESIDENT, KWAME NKRUMAH, IN ACCRA ON THURSDAY.

    THE TWO CAPTAINS, BORIS CHERNOKOLOU AND VALENTINE PARHOMENKO, WERE EACH FINED 80 POUNDS STERLING BY A TAKORADI CIRCUIT COURT ON WEDNESDAY FOR NAVIGATING INSIDE GHANA'S TERRITORIAL WATERS WITHOUT LICENCES.

    WHEN THEY APPEARED IN FRONT OF THE SPECIAL COMMISSION, CHAIRED BY MR JUSTICE AMISSAH, THEY HEARD ONE OF EX-PRESIDENT NKRUMAH'S SECURITY GUARDS CLAIM, WHILST GIVING EVIDENCE, THAT HE HAD SEEN THE TWO SOVIET TRAWLERS, ARRESTED LAST OCTOBER BY THE GHANAIAN NAVY, IN CONAKRY HARBOUR, GUINEA.

    THE FORMER SECURITY OFFICER, JAMES QUARSHIE, AT ONE TIME IN CONATRY HARBOUR WITH KWAME NKRUMAH, WHO HAS BEEN THERE SINCE HIS OVERTHROW THREE YEARS AGO, HAD COMPILED A LIST, UNDER THE INSTRUCTIONS OF THE FORMER PRESIDENT, OF ALL THE SOVIET TRAWLERS THAT HAD CALLED AT THE PORT. ON READING OF THE ARREST OF THE TWO SOVIET TRAWLERS, MR QUARSHIE HAD APPROACHED THE GHANA SPECIAL POLICE BRANCH, AND SUBSEQUENTLY WENT TO TAKORADI AND IDENTIFIED THE TWO SEIZED TRAWLERS AS AMONG THOSE HE HAD SEEN IN GUINEA.

    LATER A FISHERMAN, GIVING EVIDENCE, SAID HE AND COLLEAGUES HAD EXCHANGED MONKEYS AND PARROTS FOR FISH WITH THE CREW OF A SOVIET TRAWLER TWELVE MILES FROM BUSUA ISLAND IN THE WESTERN REGION OF GHANA, ON SEPTEMBER THE 30TH 1968. HE IDENTIFIED THE CAPTAIN OF THE TRAWLER AS CAPTAIN CHERNOKOLOV, WHOM HE MET ON TWO SUBSEQUENT OCCASIONS IN SIMILAR CIRCUMSTANCES.

    BOTH THE RUSSIAN CAPTAINS VIGOROUSLY DENIED THE EVIDENCE, CLAIMING THAT THEY HAD BEEN TUNA FISHING OFF THE WEST COAST OF AFRICA AND HAD ONLY VISITED ABIDJAN (IVORY COAST).

    A FURTHER WITNESS, SQUADRON LEADER ALBERT NKANSAH, OF THE GHANA AIRFORCE, SAID HE NOTICED FOUR FISHING VESSELS AROUND BUSUA WHEN ON PATROL ON OCTOBER 10TH. HE IDENTIFIED AND REPORTED THE VESSELS.

    REPORTS FROM GHANA YESTERDAY SAID THAT THE SOVIET CAPTAINS HAD BEEN RELEASED FROM CUSTODY, BUT LATER REPORTS SAID THE CAPTAINS WERE REMAINING IN GHANA TO HELP THE COMMISSION.

    THE SPECIAL COMMISSION IS INVESTIGATING THE EXTENT TO WHICH FORMER CHIEF OF GHANA'S DEFENCE FORCE, AIR-MARSHAL OTU, AND HIS ADC, NAVAL LIEUTENANT KWAPONG WERE INVOLVED IN THE ALLEGED SUBVERSION AGAINST THE STATE, VIS. THE REINSTATEMENT OF NKRUMAH.
