    MR. ANATOLY F. DOBRYNIN, THE NEW SOVIET AMBASSADOR TO WASHINGTON, PRESENTED HIS CREDENTIALS TO PRESIDENT KENNEDY AT THE WHITE HOUSE, ON MARCH 30TH. HE WAS APPOINTED TO THE POST LAST DECEMBER, SUCCEEDING MR. MIKHAIL MENSHIKOV.

    IN A FORMAL EXCHANGE OF REMARKS, MR. DOBRYNIN SAID HIS COUNTRY WAS CONVINCED THAT BY JOINT EFFORT THE EXISTING DIFFICULTIES IN FOREIGN RELATIONS COULD BE SURMOUNTED. MR. KENNEDY REPLIED THAT SUCH AN IMPROVEMENT "WOULD BE IN THE INTERESTS OF THE PEOPLES OF BOTH COUNTRIES AS WELL AS OF ALL MANKIND."
    AFTERWARDS, IN THE WHITE HOUSE LOBBY, THE 42-YEAR-OLD AMBASSADOR SPOKE TO THE PRESS, SAYING IN ENGLISH WITH HARDLY A TRACE OF AN ACCENT THAT HIS MEETING WITH THE PRESIDENT HAD BEEN "VERY PLEASANT".

    MR. DOBRYNIN IS NO STRANGER TO AMERICA OR AMERICAN WAYS. HE SERVED IN THE SOVIET EMBASSY IN WASHINGTON FROM 1952 UNTIL BECOMING ADVISER TO THE SOVIET DELEGATION AT THE UNITED NATIONS IN 1956. HE HAD MET MR. KENNEDY ONCE BEFORE - AT THE TALKS OF THE PRESIDENT AND MR. KHRUSHCHEV AT VIENNA IN 1961.
