    Celebrating his 40th birthday, the Shah of Persia received more than a thousand people in the old Guleston Palace, Tehran, Oct 27 - including members of Persia's Parliament and foreign diplomats.

    Outside the Place, crowds thronged the streets as politicians and high-ranking foreign visitors called to pay their respects to the Persian ruler. Notable callers: the American, Russian and British Ambassadors, and the Aga Khan.

    In a birthday message to his ministers, the Shah pledged that big estates would soon disappear from Persia, under agrarian reforms giving peasants their own land. Two young men - Mr. Mansur and Mr. Amuzegar, were appointed Ministers of Labour and Agriculture respectively. Their task: to speed up welfare programmes.

    Although the whole of Persia - and indeed the world - expected the Shah to announce his engagement to 21-year-old Miss Farah Diba, he declined to say anything about reports of his forthcoming marriage. But he was reported to be "overjoyed" at receiving a birthday telegram from her in Paris. An Embassy spokesman there said the engagement would be officially announced in due time.
