    THE ZAMBIAN PRESIDENT, DR. KENNETH KAUNDA, WAS SWORN IN FOR A FURTHER TERM LAST SATURDAY (21 DECEMBER) FOLLOWING A GENERAL ELECTION ON THURSDAY (19 DECEMBER) IN WHICH HIS RULING UNITED NATIONAL INDEPENDENCE PARTY (UNIP) WON A MAJORITY IN THE NATIONAL ASSEMBLY.

    A LARGE CROWD GATHERED TO WATCH THE CEREMONY ON THE PILLARED PORTICO OF THE RED BRICK HIGH COURT. CHIEF JUSTICE BLAGDEN OFFICIATED AT THE SWEARING-IN, WHICH WAS PUNCTUATED BY FANFARES FROM GROUPS OF TRUMPETERS ON THE STEPS OF THE HIGH COURT. THE CEREMONY WAS ATTENDED BY MEMBERS OF THE DIPLOMATIC CORPS AND MANY UNIP SUPPORTERS.

    THE UNIP VICTORY WILL ENABLE DR. KAUNDA TO CARRY OUT HIS PLANNED CABINET RESHUFFLE AND PUSH THROUGH A WIDE RANGE OF SWEEPING ADMINISTRATIVE REFORMS AIMED AT DECENTRALISING GOVERNMENT. EIGHT OF HIS 17-MAN CABINET ARE TO BECOME PROVINCIAL OVERLORDS BASED OUTSIDE LUSAKA, HE HAS ANNOUNCED. DISTRICT GOVERNORS, CHARGED WITH MAKING ZAMBIAN DEMOCRACY WORK IN THE VILLAGES, WILL BE UNDER THEM, HE ADDED.

    BY SATURDAY MORNING, THE RULING PARTY HAD WON 45 OF THE 75 CONTESTED SEATS IN ZAMBIA'S FIRST GENERAL ELECTION SINCE SHE OBTAINED INDEPENDENCE FROM BRITAIN FOUR YEARS AGO. UNIP WAS UNOPPOSED IN A FURTHER 30 CONSTITUENCIES.
