    GENERAL MOHAMMED MUSA, COMMANDER-IN-CHIEF OF THE PAKISTAN ARMY, ARRIVED IN NEW DELHI YESTERDAY (FRIDAY) FOR TALKS WITH GENERAL JOYANTU NATH CHAUDHURY, THE INDIAN ARMY CHIEF-OF-STAFF. THEY WERE TO DISCUSS WITHDRAWAL OF THEIR TROOPS FROM BORDER POSITIONS UNDER THE TASHKENT AGREEMENT.

    THE TASHKENT AGREEMENT BETWEEN PRESIDENT AYUB KHAN AND THE LATE PRIME MINISTER SHASTRI PROVIDED FOR WITHDRAWAL OF INDIAN AND PAKISTANI TROOPS TO THE POSITIONS THEY OCCUPIED LAST AUGUST 5 BEFORE THE FIGHTING BROKE OUT IN SEPTEMBER OVER KASHMIR.

    THE FIRST STEP IN THE TASHKENT AGREEMENT WAS THE RETURN OF HIGH COMMISSIONER TO THEIR POSTS.

    ON JANUARY 22, INDIA AND PAKISTAN CARRIED OUT THE FIRST EXCHANGE OF PRISONERS TAKEN DURING THE KASHMIR WAS LAST SEPTEMBER. SEVEN CAPTURED INDIAN AIR FORCE OFFICERS WERE FLOWN FROM KARACHI AND EXCHANGED AT DELHI AIRPORT FOR THREE PAKISTANI AIRMEN.
