    PRESIDENT JUAN CARLOS ONGANIA OF ARGENTINE MET UNION LEADER ON FRIDAY (3 OCTOBER) IN HIS EFFORTS TO QUIETEN THE LABOUR UNREST WHICH HAS SWEPT THE COUNTRY IN RECENT MONTHS. AMONG THOSE AT THE MEETING WERE THE LEADERS OF THE SANITARY, FLOUR AND RAILWAY UNIONS.

    IT WAS AT A SIMILAR MEETING LAST WEEKEND (27 SEPTEMBER) THAT PRESIDENT ONGANIA SUCCEEDED IN PERSUADING LEADERS OF THE GENERAL CONFEDERATION OF LABOUR (THE C.G.T) TO CALL OFF A THREATENED 36-HOUR STRIKE.

    EARLIER THE NATIONAL SECURITY COUNCIL HAD WARNED THE C.G.T. THAT ANY DISTURBANCES WOULD BE "SEVERELY REPRESSED" AND PROMISED "THE USE OF FIREARMS TO QUELL ANY ATTEMPT TO DISRUPT PUBLIC ORDER."
    THIS WAS SEEN AS A CLEAR REFERENCE TO THE ARSON AND SABOTAGE WHICH ACCOMPANIED A RAIL STRIKE TWO WEEKS EARLIER.

    IF THE STRIKE HAD TAKEN PLACE, IT WOULD HAVE BEEN ARGENTINA'S FOURTH NATION-WIDE STOPPAGE SINCE MAY 30. IN SUSPENDING THE STRIKE, THE LABOUR LEADERS ARE SAID TO BE ANXIOUS TO REFUTE CHARGES THAT THEY HAVE BEEN USURPED BY EXTREMISTS.

    THE MAIN ISSUES ON WHICH LABOUR IS SEEKING CHANGES ARE THE DETENTION OF A NUMBER OF UNION LEADERS, AND THE GOVERNMENT'S WAGE FREEZE. THE UNIONS ARE DEMANDING RISES OF UP TO 40 PER CENT, BUT THE GOVERNMENT SAYS ANYTHING ABOVE 8 PER CENT IS OUT OF THE QUESTION.
