    FRANCE HAS WON THE APPROVAL OF ITS MAIN TRADING PARTNERS FOR THE IMPORT QUOTAS AND EXPORT SUBSIDE IT IMPOSED THIS WEEK TO PROTECT ITS STRIKE-TORN ECONOMY. DELEGATES TO THE MEETING OF THE COUNCIL OF THE GENERAL AGREEMENT ON TARIFFS AND TRADE (GATT) IN GENEVA HAVE AGREED THAT FRANCE WAS IN AN EXCEPTIONAL POSITION.

    A SPECIAL SESSION OF THE COUNCIL TOMORROW (FRIDAY) IS TO SEE A DRAFT STATEMENT SUMMING UP THE POSITIONS OF DELEGATES. REPORTS INDICATE THAT THE MAIN DIFFERENCES WERE BETWEEN FRANCE AND THE UNITED STATES.

    FRANCE HAS SAID ITS MEASURES WOULD BE TEMPORARY AND NON-DISCRIMINATORY. TOMORROW'S MEETING WILL FORMALLY SET UP A GATT WORKING PARTY CHARGED WITH KEEPING A CLOSE SCRUTINY ON THE FRENCH PROGRAMME.
