    THE COUNCIL DEMANDED THAT INDIA AND PAKISTAN HONOUR THEIR UNDERTAKING TO OBSERVE A CEASEFIRE AND WITHDRAW ALL TROOPS FROM THE AREA OF CONFLICT TO THE POSITIONS THEY OCCUPIED ON AUGUST 5 - THE DATE HOSTILITIES STARTED IN KASHMIR.

    TWO DAYS EARLIER, THE INDIAN PRIME MINISTER, MR SHASTRI, IN A SPEECH IN NEW DELHI, WARNED PAKISTAN THAT ANY ARMED ATTACK IN FUTURE WOULD BE REPELLED BY ARMED MIGHT.

    MR SHASTRI'S EARLIER STATEMENT AT A MAMMOTH PUBLIC MEETING IN NEW DELHI'S RAMLILA GROUNDS DECLARED: " KASHMIR IS AN INTEGRAL PART OF INDIA. SO IT SHALL REMAIN. INDIA CANNOT BE COWED BY PAKISTAN'S THREATS, AND SHE WILL FIGHT FOR JUSTICE AND FREEDOM WHATEVER MAY BE THE COST".

    MR SHASTRI ALLEGED THAT PAKISTAN HAD REPEATEDLY VIOLATED THE CEASEFIRE SINCE SEPTEMBER 23, AND WARNED THAT IF PAKISTAN DID NOT WITHDRAW ITS FORCES AS REQUIRED BY THE SECURITY COUNCIL RESOLUTION, INDIA WOULD NOT COMPLY EITHER.

    FOR THE FIRST TIME, MR SHASTRI CONDEMNED BRITAIN'S ATTITUDE IN THE PRESENT CONFLICT IN THESE WORLDS " MR WILSON AND HIS GOVERNMENT WERE CONSPICUOUSLY SILENT WHEN PAKISTAN SENT ARMED INFILTRATORS INTO KASHMIR, AND LATER ATTACK JAMMU."

BHUTTO, THE PAKISTAN FOREIGN MINISTER, HAS ACCUSED INDIA OF "DELIBERATE WANTON AND BLATANT VIOLATIONS OF THE CEASEFIRE LINE", ADDING THAT INDIA WAS DELIBERATELY CREATING INCIDENTS TO FRUSTRATE THE COUNCIL'S EFFORTS TO SOLVE THE BASIC KASHMIR DISPUTE.
