    Background: Talks were held today in the Kremlin between Leonid Brezhnev, Alexei Kosygin, Andrei Gromyko and Morarji Desai, Foreign Minister of India Wajpai.

    During the talks that proceeded in friendly and businesslike atmosphere opinions were exchanged on a broad range of questions of Soviet-Indian relationships.

    The sides have noted with satisfaction that relationships between the two countries are shaping up favourably and continue to develop on the ascending line. The basis for that is provided by the Treaty of peace, friendship and cooperation between the Soviet Union and India signed in 1971 which reflects long-range interests of peoples in both countries and the goals of consolidating general peace and understanding between nations.

    The Sides are determined to undertake further efforts towards giving added impetus to Soviet-Indian cooperation in all fields.

    In the discussion of topical international problems special emphasis was placed at matters of international security, disarmament, elimination of the existing seats of tension. It was noted that Soviet-Indian relations were a reliable factor of stability in international relations in Asia primarily.

    Taking part in the talks were from the Soviet side: Deputy to Chairman of the USSR Supreme Soviet Arkhipov, Chairman of the State Committee for Foreign Economic Relations Skachkov, Assistant to General Secretary of the CPSU CC Aleksandrov, TASS Director General Zamyatin, Vice Minister of Foreign Affairs Firyubin, Soviet Ambassador to India Maltsev, adviser to General Secretary of the CPSU CC Samoteikin, Heads of the USSR Foreign Ministry Departments Sudarikov and Sofinsky.

    Indian negotiators included: Executive Secretary to Prime Minister Shankar, Ambassador to the USSR Gujral, Foreign Affairs Secretary Mehta, Secretary of Ministry of Steel and Collieries Sondhi, Planning Commission Adviser Kumar, heads of departments of Foreign Ministry Damodaran, Deo, Purushottam.
