    FRANCE'S FIVE COMMON MARKET PARTNERS TODAY (JULY 5) OPPOSED THE STEEL IMPORT QUOTAS THE FRENCH GOVERNMENT PROPOSED TO HELP OVERCOME ITS RECENT ECONOMIC SETBACK. THE OPPOSITION CAME DURING A ONE-DAY MEETING OF E.C.M. MINISTERS IN BRUSSELS, CALLED TO DISCUSS THE FRENCH PROPOSALS FOR IMPORT QUOTAS ON TEXTILES, HOUSEHOLD EQUIPMENT AND MOTOR VEHICLES.

    DESPITE THE OPPOSITION TO THE QUOTAS, THE EUROPEAN COMMUNITIES' COMMISSION SAID BOTH IMPORT QUOTAS AND EXPORT INCENTIVES APPEARED TO BE JUSTIFIABLE UNDER THE PARIS TREATY WHICH SET UP THE SIX-NATION EUROPEAN COAL AND STEEL COMMUNITY.

    UNDER THE PARIS TREATY, THE MINISTERS GIVE THEIR ADVICE ON VARIOUS MEASURES, BUT THE FINAL DECISION REMAINS WITH THE COMMISSION. THE WEST GERMAN DELEGATE, KLAUS VON DOHNANYI, WHO IS THE SECRETARY OF STATE AT THE MINISTRY OF ECONOMIC AFFAIRS, WARNED HIS COLLEAGUES OF THE POSSIBILITY OF THIRD COUNTRY RETALIATION FROM SUCH NATIONS AS THE UNITED STATES AND JAPAN IF FRANCE WENT THROUGH WITH ITS MEASURES.

    HE PROPOSED THAT THE COMMON MARKET COUNTRIES SHOULD IMPOSE A SELF-LIMITATION ON STEEL EXPORTS TO FRANCE -- A SUGGESTION WHICH WAS SUPPORTED BY BELGIUM.
