MENSAH, ACTING DEAN OF THE LAW OF FACULTY OF THE UNIVERSITY OF GHANA, LEGON, SAID IN ACCRA ON THURSDAY THAT IT WAS ADVISABLE FOR AFRICAN COUNTRIES TO ESTABLISH RELATIONS WITH SOUTH AFRICA TO HELP ELIMINATE APARTHEID. DR. MENSAH SAID THE USE OF VIOLENCE TO DESTROY APARTHEID SHOULD BE THE LAST RESORT.

    DR. MENSAH, WHO WAS SPEAKING AT A PUBLIC DEBATE ON "AFRICAN GOVERNMENTS AND THEIR ATTITUDE TOWARDS RACIAL DISCRIMINATION", SAID ESTABLISHING RELATIONS WITH APARTHEID COUNTRIES DID NOT MEAN THAT AFRICAN COUNTRIES MUST CO-OPERATE WITH RACIST REGIMES.

    OPPOSING THE VIEW THAT RELATIONS MUST BE ESTABLISHED WITH RACIST REGIMES, AN ACCRA BARRISTER, MR. JOE REINDORF, ARGUED THAT BEFORE RELATIONS ARE ESTABLISHED BETWEEN THE COUNTRIES THERE IS THE UNDERSTANDING THAT THE COUNTRIES CONCERNED ARE EQUAL. HE POINTED OUT THAT RACIST COUNTRIES DO NOT ACCEPT THE BLACK MAN AS THE WHITE MAN'S EQUAL. MR. REINDORF SAID IF AFRICAN DIPLOMATS ARE SENT TO SOUTH AFRICA, THEY WILL BE SUBJECTED TO ALL FORMS OF INDIGNITIES.

    A MEDICAL PRACTITIONER, DR. MARK HAYFORD, TRACED THE HISTORY OF MULTI-RACIAL SOUTH AFRICA AND SAID APARTHEID WAS ESTABLISHED THROUGH FEAR. HE SAID BECAUSE OF THIS TO INSTILL MORE FEAR INTO THOSE PRACTISING IT, IS NOT ADVISABLE. HE OBSERVED THAT VIOLENCE HAS LITTLE OF NO MEANING THESE DAYS.

    ANOTHER CONTRIBUTOR TO THE DEBATE, MR. RAY KAKRABA-QUARSHIRE, DECLARED THAT BY ITS LAWS SOUTH AFRICA MAKES IT DIFFICULT FOR AFRICAN COUNTRIES TO ESTABLISH RELATIONS WITH HER. HE EMPHASISED THAT AFRICAN COUNTRIES CAN DO WITHOUT DIPLOMATIC RELATIONS WITH SOUTH AFRICA.
