Background: This is a television antenna going up at Tashikama Air Base, Japan. It is part of a world-wide system for weather satellite. Approximately 41 of these stations are planned in an intensive meteorological experiment.

This is a TIROS launch from Cape Kennedy. The Thor Able rocket will place the TV bearing satellite into a 400 mile orbital altitude where it will transmit a cloud cover picture every 208 seconds.
