    Cuba's acting chief delegate at the United Nations, Mr. Miguel Jose Alfonso, attacked the O.A.S. for staying in the Dominican Republic and the United States for repeated attempts to dismember that country since 1886.

    At the United Nations Security Council on July 20th, both sides in the governmental dispute in the Dominican Republic asked that the Organization of American States peace-keeping force be withdrawn from the Caribbean nation.

    United States troops make up the majority of the peace-keeping force. Ruben Brache, the Dominican Rebel representative, told the security council that only the withdrawal immediately of the force could restore peace.

    Mr. Guaroa Velazquez, who spoke for the rival civilian-military junta, said the inter-American force was preventing police action by the regular forces.

    Francis Plimpton of the United States warned the Security Council that such a move might result in the resumption of what he called "the bloody civil war."
    Then Mr. Alfonso, of the Cuban delegation, spoke on what he called the repeated American attempts to dismember the Dominican Republic since 1886.
