    The Senegalese Head of State, Leopold Sedar Senghor, marked the start of a large reclamation project in the Cap Verde region near Dakar last week.

    The project -- financed by the World Bank -- will initially wrest 75 hectares (185 acres) from the sea. Ultimately, the project will lead to the reclamation of 400 hectares (990 acres).

    President Senghor marked the occasion by laying a commemorative stone at the start of the work.

    The now land will be used for housing. Already more than 22,000 people have applied to live there and the lucky ones (who manage to receive a plot) will have every amenity.

    There is to be a primary and secondary school for every 2,000 building lots and a small hospital for every 10,000 inhabitants. And to make sure of shade in the Senegal sun there are to be two trees grown on every plot of land.
