The Mozambique Foreign Minister, Mr. Chissano, was speaking in the Tanzanian capital after arriving from New York. He attended a United Nations Security Council session there which ended by condemning South Africa for attacks on Zambia.

Background: An attack by South Africa on any one of the black nations bordering Rhodesia might provoke combined military retaliation according to Mozambique's Foreign Minister, Joaquim Chissano. The minister was speaking in the Tanzanian capital of Dar Es Salaam on Sunday (1 August). His warning was made on the day that Presidents Samora Machel of Mozambique and Mohammed Siad Barre arrived in Tanzania for talks with President Julius Nyerere.

SYNOPSIS: President Machel's visit came only a few days after he met President Nyerere in Mozambique. They were joined in those discussions by President Kenneth Kaunda of Zambia. President Machel's country is one of the so-called "front line states". Mozambique has been charged by the Organisation of African Unity (OAU), along with Tanzania, Zambia and Botswana, with keeping a special interest in Rhodesia. Mozambique is also believed to be the base for a number of African nationalist guerrilla groups operating inside Rhodesia. President Nyerere holds frequent consultations with President Machel to discuss the problems of southern Africa. But no details were released about the agenda for their talks in Dar Es Salaam.

President Said Barre of Somalia does not meet with President Nyerere as frequently but Reuters, quoting Tanzanian officials, said the three men would discuss a whole range of East African questions. The meeting is the latest in a series for President Nyerere who has been touring Africa.
