Background: THE FIRST ANNUAL TRADE UNION CONGRESS CONVENTION OPENED IN SINGAPORE ON SATURDAY (APRIL 4). DELEGATES REPRESENTING TWO MILLION SINGAPORE WORKERS ATTENDED THE CONFERENCE, REGARDED AS A LANDMARK IN THE GROWTH OF LABOUR ORGANIZATIONS IN THE TERRITORY.

THE SINGAPORE PREMIER, MR. LEE KWAN YEW, OFFICIALLY OPENED THE CONVENTION, AND IN HIS OPENING ADDRESS SAID THAT THE TRADE UNION MOVEMENT IN THE TERRITORY COULD NOT ISOLATE ITSELF FROM THE STRUGGLE FOR NATIONAL SURVIVAL.

KEY ISSUES WHICH THE CONGRESS WILL HAVE TO SOLVE INCLUDE ELIMINATION OF BAN BARRING NON-UNION MEMBERS FROM ENJOYING CLAIMS SUCCESSFULLY NEGOTIATED BY THE UNIONS. ANOTHER WILL BE MOVE TO EXERT PRESSURE ON THE GOVERNMENT TO ENSURE THAT ALL INTERNATIONAL MISSIONS INCLUDE TRADE UNION REPRESENTATIVES.
