    President Joseph Mobutu of Congo-Kinshasa on Tuesday (August 4) became the first African Head of State to visit Washington this year.

    He was received at the White House with full military honours by President Nixon, and also met Secretary of State Mr. William Rogers.

    The administration went out of its way to give a warm welcome to President Mobutu, who is regarded in Washington as a strong buttress against Communism in Central Africa.

    Mr Nixon told Mr. Mobutu during their meeting of nearly two hours in the Oval room of the White House that he hoped to be the first U.S. President to visit Central Africa while in office.

    Secretary of State Mr. William Rogers, who also greeted the Congo-Kinshasa President at the White House, later hailed General Mobutu as a great soldier-statesman.

    President Mobutu's discussions with U.S. leaders, which are expected to concern broad African and world affairs, including future economic aid and the touchy issue of the U.N. embargo of arms sales to South Africa.

    U.S. Aid to Congo Kinshasa has amounted to more than 400 million dollars (165 million Sterling) since the country's independence in 1960. It is considered by Washington to have been well invested.

    President Mobutu was to discuss multi-national aid to the Congo on Wednesday (August 5) with Mr. Robert Mcnamare, President of the World Bank.

    After three days in Washington, President Mobutu files to New York. He will then visit San Francisco and Los Angeles.
